Folder Management-->Escalation route is not working for second round and third round of approvers

Steps To Reproduce:
1.Login as module admin
2.click on folder management
3.click on Level
4.Assign the route in edit route
5.assign the escalation route with 3 rounds of approvers(task owner,2nd round approver, 3dr round approver)
6.click on save
7.Email is triggering for task owner that is first round of approver
8.After that email is not triggering to second and third round of approvers, its repeatingly generated to the first round of approver only
Issue Dependency:
Moved from 112015 HF
Description
Escalation email is not working for second round and third round of approvers and reviewers
Note:
i) Email is triggering for task owner that is first round of approver
ii)After that email is not triggering to second and third round of approvers, its repeatingly generated to the first round of approver only
