Report : (Impact) project summary report: Project actual finish date is displayed when there is a deliverable which is not started and completed.

Steps To Reproduce:

1)Login into EWIQMS Application
2)Select APQP Module
3)Select reports tab
4)Click on Project Summary menu
5)Provide necessary details
6)Click on View report
7)Observe the result

Description

Report : Project summary report: Project actual start date and finish date column displayed empty.

But there is a new impact issue in the project actual finish date column.
when there is a deliverable which is not started and completed, the project actual finish date is displayed.

Project summary report filter is not working(Project not listing as per the pillar selection)
