In Competency tab, Some of the button tool tips are missing in the following places.
1. Tool tip missing for Competency evaluation button in Job requirements page.
2. In Competency Evaluation page, Update competent button’s Tool tip is missing.
3. Action button tool tip is missing.

4. Shows unwanted tool tips near attach button in comp evaluation.
5. Competency search page, near view shows empty tool tip.
