Steps To Reproduce:

1)login to the module as auditor
2)click on the NC which already raised
3)click on Add attachment in the NC
4)do not attach any attachment and click close
5)click on view and observe the back ground screen.

Description

In LPA when clicked on view button in NC Screen the back ground page is getting refreshed.

expectation: when clicked on view button in the NC window Should Open to view the attachment and if there is no attachment window should open with no attachment.
