Steps To Reproduce:
1.Login Docpro
2.Goto Site A (Multisite)
3.Click on Folder management
4.All the levels are shown as 'In Use' without any user action

Description
In Multisite- Folder Management is showing all the levels In Use by default For New folders/Subfolders Site rights is appended by default as (Attach Rights)
-For Already InUse folders, when new user is given with rights then In New document Request Site dropdown is not listing
-When the User has Attach Right the same folder level is not listing in New document request level tree(Refer SS)
