In Multisite- Folder Management is showing all the levels In Use by default
-For New folders/Subfolders- Site rights is appended by default as (Attach Rights)
-For Already InUse folders, when new user is given with rights then In New document Request Site dropdown is not listing
-When the User has Attach Right the same folder level is not listing in New document request level tree(Refer SS)
