Steps To Reproduce:

1.Login to EwQIMS
2.Navigate to problem solver module
3.Click on Actions→New concern
4.Click on New
5.Click on attach file in attachment
6.Browse and upload the file
7.Save the concern and log out
8.Login as Supplier user
9.Click on Actions→New concern
10.Click on the concern title
11.Click on the attachment
12.Supplier user couldn't able to see the attachment

If attachment added in concern, that supplier user can't able to see the attachment
