Steps To Reproduce:

1.Login to EwQIMS
2.Go to Inspection setup
3.Go to parts and create a part
4.Create level and activate it
5.Go to folder management
6.Go to access for groups and give full access for that group
7.Go to part again and publish is twice

Description

When giving full access for group in folder management and document management publish not working.
In document management when giving full access for user or site for individual document publish is working, but while giving full access in document management also it is not working.
