Steps To Reproduce:

1. Login EwQIMS as MSA module administrator
2. Click on Bias study or any study
3. Set the server date as 30-03-2020 US and the client date as IST 31-03-2020
4. Publish the document
5. Click on Doc pro module
6. Observe the Revision and Effective date
