TBD:Record option should not display when the document is deleted/active revision request and add record option should not display when it has any active record request

Steps To Reproduce:

1.Login to EwQIMS
2.Go to Doc pro
3.Click on documents and delete the document
4.Deletion should goes to approval
5.By that time right click on the document and click on record
6.Click on documents and select add record for the document
7.Record request is going for approval process
8.By that time add record option should not display to add another record for the document

Description

When the document is deleted and it is in approval process, then the record option should not display for the user to add record(Same when the document has change request and it is in approval process)
