closedFolder and Doc Mgmt ITAR route: There is no route called "Assign by admin" in folder mgmt in edit itar route dropdown, but it shows assign by admin in doc mgmt route link dropdown

Steps To Reproduce:
1.Click on Folder mgmt
2.Select the level and click on edit itar route
3.It shows only the ITAR route
4.Click on doc mgmt and select the level which has ITAR docs
5.Click on the route link against ITAR doc
6.Route dropdown shows assign by admin route
