Steps To Reproduce:

1.Enable Restrict same document number and name from other levels

2.CLick on new doc request

3.Select the level say levelA and add doc num and name as A

4.Publish it

5.Now change the level to B and enter the same doc num/name A

6.Alert message is displayed

After that the user cant proceed with the existing doc num/name

There is lot of hidden functionality and technical difficulty in the scenario if fixed will have impact in multi document upload. This is not a bug its a missed requirement. Please change it to TBD.
