Bug #964: Multi Site:Assign author should shows corporate users rather it shows corporate users and PPT1 admins and its not showing PPT2 admin

Steps To Reproduce:

1.Login to Ewqims as a corporate admin
2.Go to Doc pro
3.Click on Document management
4.Integrare the document from PPT1
5.Change request for the integrated document
6.Login as approver and select wait for a document
7.Login as corporate admin and click on administrator actions
8.Assign author
9.USer should shows the PPT1 users, it should not list the corporate users
