Steps To Reproduce:
1)Login as Suite Administrator
2)Click on Change management tab
3)Click on Change Setup menu
4)Observe the change category options under routes Tab.

Description
CM : Change Category options are duplicated (Displaying twice in the listing).So that it will display two records in the ECR form also.
Note : Not allowing to create the category with same name.
