Steps To Reproduce:

1.Login as RFD Module administrator
2.Select a PI
3.Select VOC and Flow down to child element
4.Refresh the page and observe the result
5.Delete a row and refresh the page
6.Observe the result

Description

VOC - New row is created when flow down is done in VOC.
Deleting a row in VOC is creating a new row.(Except when empty row is there)
