Steps To Reproduce:
1. Login EwQIMS as TPM Module Administrator
2. Click on Transaction tab
3. Click on Equipment Part Production Menu
4. Click on New button
5. Select Shift as "B" (3PM to 11PM)
6. Select the Part Row
7. Click on From and To Time
8. Observe the Error
