Escalation issue verification ->Escalation emails are generating even after deleting the respective NC/OFI from perform audit and then submitted to auditee / got approval (Submit only with audit result with no findings)

Steps To Reproduce:

1. Login as auditor
2. Click on perform audit link
3. Identify one NC or OFI for an audit
4. Click on submit to auditee button or publish for approval
5. Now escalation emails will available in batch manager
6. Open same audit cycle and delete the identified NC or OFI
7. Click on submit to auditee button or publish for approval
8. Go to batch manager and observe the result
