Steps To Reproduce:

1. Login as admin
2. Click on define audit program link from menu
3. Click on existing audit program name hyperlink
4. Click on "Map Entity" tab
5. Set Is-a-site as "Yes" or "No"
6. Select the site from dropdown
7. Click on list again and then select "All" option
8. Observe the result
