2)Open the program
3)Add project in to program
4)Open another program
5)Add same project in to the program

Description

Projects (Active, Completed) would have to be plugged into multiple programs ( Ex : Project A will have to be added as a sub-project to Program X, Program Y)
Consideration : No updates or changes will be made to completed projects within a program – it would be kept for reference
