Steps To Reproduce:

1.Login to Ewqims
2.GO to doc Pro
3.Click on admin actions
4.Click on pending requests
5.Click on modify link for the request which has single round
6.Select all the users and click on save

Description

Impact:Admin actions:Pending requests: Modify users: When modifying the request which has only one round, then the request cant be bypassed, it remains in the same page for long time( more than 5 mins) where as when the request has 2 rounds, both the rounds are bypassed in a short period of time
