Steps To Reproduce:

1)login to module as admin
2)Click on layer
3)Create a new layer
4)Fill all the mandatory fields
5)Click on Save
6)Now Create Another Layer
7)Try selecting Same User selected in First layer
8)Observe

Description

Issue # 1-> System is allowing to select the same user for different Layers

Issue # 2 > Team> The team lead is same for couple of teams. Layer page is allowing to select both team for a layer.
