Steps To Reproduce:

1. Login as admin
2. Click on equipment link from menu
3. Create new equipment
4. Click on responsible person selection icon
5. Click on user selection icon for a shift

Description

Chrome , Safari Browser-> Equipment -> Equipment Tree -> The admin could not able to assign responsible person for an equipment. the user list is blank.

IE -> The user list is not visible to the user
