Define Audit Program -> NC Category -> Problem on creating new category after deleting any existing category

Steps To Reproduce:

1. Login as admin
2. Go to define audit program link from menu
3. Click on any one program link
4. Go to NC CATEGORY tab
5. Delete any existing category from list
6. Click on new button
7. Enter the deleted category name
8. Enter the data in all mandatory fields
9. Click on save button

Define Audit Program -> NC Category -> The system showing the error message "Record already exists" if the admin try to save with deleted category name
