closedIn Auditor Corrective Action close out page, Without MR Approval set in Audit Program page, after giving Verification validation as "Yes" and clicking on save, Not shows the Finding as Closed out.

Steps To Reproduce:
1. Log in as Auditor.
2. Go to Corrective Action Closeout Page.
3. Pick any of the Audit yet to be closed out.
4. Click on Findings number.
5. Click Yes for Both verification and Validation.
6. Click OK in validation msg.
7. After refresh observe the result.
