Steps To Reproduce:
1. Log in as Admin.
2. Go to competency tab.
3. Click on Competency evaluation menu.
4. Select an user.
5. Click on Action button.
6. Assign an action to the user.
7. Go to Suite page.
8. Click on action management.
9. Click on HR Pro action .
10. Observe the screen

In Action management page, after clicking on the action item of Competency, the time by default shows as 12:00 AM Which is wrong.

Action management is currently not working due to some patches.
