Multi site: Not an able to Create a Losses list

Steps To Reproduce:

1. Login EwQIMS as TPM Module Administrator with Multiple site Rights
2. Click on A1 site
3. Click on TPM Setup
4. Click on Losses List Menu
5. Click on Add button
6. Click on Loss Type dropdown field
7. Observe the field

Description

Multi site: While clicking into the Loss type drop down list, it showing blank field. So not able to create a Losses List.
