Steps To Reproduce:

1. Log in as Admin.
2. Go to Setup Tab.
3. Click on Business Rule,
4. Set Route in "Route for Approving Certificates".
5. Go to Competency tab.
6. Click on Update competency.
7. Right click and add attachment.
8. Go to Certification details menu.
9. Select that user.
10. Observe the result.

Description

In certification details menu, only approved attachments should be Displayed. But now it displays all the attachments before approval
