GRR Variable - If the two gages are in same variable group and if the study is completed in one group then going to other group with same gage NEW button is not displaying.

Steps To Reproduce:

1. Login to EwQIMS Application.
2. Click on GageRR menu - Click on Conduct gage RR submenu.
3. Select the group and complete the study with a gage.
4. Select another group with same gage.
5. Observe the study history screen.
