closedEquipment: Equipment Info--> The System displays the deleted manufacturer details in drop down field and it getting saved.(Same for Vendor)

Steps To Reproduce:
1. Login EwQIMS as TPM Module Administrator
2. Click on Setup tab
3. Click on Manufacturer Menu
4. Select the Row
5. Click on Delete button
6. Click on Equipment Menu from TPM setup tab
7. Create a New Equipment
8. Enter the Mandatory field
9. Click on Manufacturer dropdown field
10. Observe the deleted Manufacturer Name in drop down list
11. Select the Manufacturer detail
12. Click on Save button
