openPerform Audit > Upload NC/OFI-> Responsibility field -> Problem on showing contact persons

Steps To Reproduce:
1. Login as auditor
2. Click on Perform audit link from menu
3. Click on any one audit cycle hyperlink
4. Click on Upload NC or OFI
5. Uncheck the checkbox Check to Show all Users in responsibility selection
6. Click on user icon
7. Observe the result

Description
Perform Audit > Upload NC/OFI-> Responsibility field > Uncheck the checkbox for Check to Show all Users -> Click on user icon> Global process owners are displayed in this list but site process owner is not getting displayed.
Expeceted result-> Both Global and site process owner should display or both should not be display.
Note:
The respective audits in audit cycle -> The primary contact person list is displaying both global and site process owners.
