Steps To Reproduce:
1.Login to Ewqims
2.GO to Aqua pro
3.Publish the MTC attenuated process flow document for the level say levelA
4.It has approvers, so modify it and publish
5.Rev1 is in inconversion status
6.Publish the same document again from aqua
7. user can able to publish the same document for another level say level B
