All the JIC forms are available as module admin rights, there is no Group access rights for Forms.

Steps To Reproduce:

1. Log in as Suite Admin
2. Go user menu and create new user.
3. Go to Module admin menu.
4. Assign created user as Boss Module admin.
5. Log in as Module Admin.
6. Go to Boss module.
7. Observe the menu.
