In Expectation Matrix, the Expectation category is getting saved without expectations assinged to it.

Steps To Reproduce:

1. Log in as Admin.
2. Go to Interested Party Expectation tab.
3. Click on Expectation Matrix menu.
4. Enter the Expectation category and press enter.
5. Select the Expectation category and click on save.
6. Observe the result
