Steps To Reproduce:

1.Login to EWQIMS Application
2.Goto VDA Module and Select the PI
3.Goto Block Diagram Select the Context Element and click on Add/Remove Elements add all the Internal and External Elements again click on Add/Remove Elements

Description

Expected Result: The Topic Element should not allow to enable/Check the check box.

Scenario: Select the Context Element and click on Add/Remove Elements add all the Internal and External Elements again click on Add/Remove Elements then Topic Element is in disable mode, check the disable mode then it is getting enabled.
