Steps To Reproduce:

1. Login as admin
2. Click on Spare master link from menu
3. Click on New button
4. Click on Manufacturer Name & Vendor Name list
5. Observe the result

Description

Spare Part Master Details -> Manufacturer Name List & Vendor Name List is displaying the inactive names

Expected Result ->

1. Inactive names should not be displayed for new spare part and its should display for existing spare part

2. Deleted names should be displayed for existing spare part information's

Note: The same issue occurs in Equipment Tree page
