closedActions Management (PS) -Actions should be listed only when submitting the concern. Actions shoule not be displayed when a concern is saved.

Steps To Reproduce:
1) Login to EWQIMS
2) Navigate to PS and create a concern
3) Initiate problem solving for the concern
4) Assign responsible person for the approach selected
5) Save the concern
Now on saving the concern, the actions should not be listed in the actions page. Only on submitting the concern, the action to be displayed.
