Steps To Reproduce:

1.Login to EwQims http://192.168.100.249/EwQIMS1
2.Navigate to problem solver module
3.Select diffrent site
4.Click on actions→Closed/rejected concern
5.Click on concern
6.Observe status not able to change to In-progress and reopen concern

obsv : Not able to reopen closed cocnern in other sites ,after concern is closed status dropdown is not displayed
