When a approver approves a document, all the links in the document and in the breadcrumb should be disabled. JS occurs when clicking on "Add Supplier" link. Occurs when PDF is disabled.

Steps To Reproduce:

1) Login to EWQIMS
2) Navigate to APQP.
3) Publish a document for approval (Program / project charter).
4) Login as approver
5) Navigate to actions page > Documents > Open the document ( Program / Project charter )
6)All the links in the document are enabled.

Publish program charter for approval > Open the doc in actions page and click on the document number link> the approver can change, create a program

It is problem with pdf licence , if it get corrected it will be solved. the same issue u have put in 3 different subject

Need to discuss as this is related with pdf, But this issue needs to be addressed or else give a proper error message instead of the current error message
