closedCharter - When a charter is sent for approval and when the approver clicks on the charter link in the breadcrumb, 403 Forbidden access is displaed.

Steps To Reproduce:
1) Login to EwIMS
2) Navigate to APQP\
3) Create a program charter
4) Publish the Program charter for approval
5) Login as approver and navigate to actions page.
6) Navigate to documents tab and click on the document number link to open the document.
7) Click on the charter link.
8) 403 - Forbidden : access is denied error is displayed.
