Charter - Validation message is not displayed when priority is not selected so could not save the charter. - Not supporting for Some IE Version like (For IE versions 11.0.9600.18739 & 11.0.9600.18666)

Steps To Reproduce:

1) Login to EwQIMS
2) Navigate to APQP and click on Projects menu.
3) Create a new project charter and leave the priority field blank.
4) Click on save.
5) Validation message is not displayed.
