Validation alert in template screen are not converted

Steps To Reproduce:

1)login as admin
2)click on template in administrator tab
3)click on new
4)enter the template name
5)save the template without selecting the default elements
6)observe the screen

Description

Validation alert in template screen are not converted. While saving the template without selecting the default elements displays alert in English when user preference is set to Spanish or Chinese
