Regression - When changing the Project schedule date for the deliverable,then the dependent task are not updated as per the changes.( The date is not set for the Past date)

Steps To Reproduce:

1)Login to EWQIMS application
2)Select APQP module
3)Create project using template
4)change the schedule date
5)Now observe the result for dependent task
