Steps To Reproduce:

1. Log in as Admin.
2. Go to competency tab.
3. Click on Competency Evaluation menu.
3. Select the desired user.
4. Try to change the date for Level 0 skill and observe

Description

This requirement differs from customer to customer, even level 0 users can have a competent date.
