Steps To Reproduce:

1. Login as admin
2. Click on meetings hyperlink from activities tab
3. Click on any one existing meeting hyperlink
4. Click on add button under "Proposal Plan" tab
5. Click on "Save" button directly without any mandatory fields
6. Observe the result
