Steps To Reproduce:

1.Login as BOSS Admin
2.Click on "Activities" tab
3.Click on "Improvement Proposal" link
4.Clcik on "New" button and then create new proposal type
5.Click on "Enter" button
6.Click on "Save" button
7.Opemn the same improvement proposal screen
8.Try to edit/delete in proposal type but the system not allowing to edit or delete

Improvement Proposal -> The module admin could add Proposal type. But the system not allowing module admin to edit/delete proposal types from "New Improvement Proposal" screen
