Steps To Reproduce:
1)Login to EWQIMS application
2)Select APQP module
3)Go To projects tab
4)Click on Program menu
5)Click on new to create program
6)Submit the Program charter for approval
7)Go To projects menu
8)Archive the program related projects(Approval pending)
9)Now login as approver
10)Approve the charter
11)Unarchive the project
12)Observe the result

Description
Archive project: Program Owner can archive the program related projects which is in approval pending.Project owner cannot archive the program related projects which is in approval pending.But when the project is in approval pending for the first revision, it allows to archive the project.After the approval of program charter, Unarchiving the project is in approval pending status.
