Steps To Reproduce:

1.login to Ewqims a user A
2.Go to Doc pro
3.Click on New doc request and request a document for the level which has route
4.Now login as admin and modify the first round of approvers
5.Now login as user A
6.Check the document in Actions
7.Terminate button is displayed
