While using same level for multiple sites, the audit forms attachment from Audit program page is not getting displayed in Doc Pro levels.

Steps To Reproduce:

1. Log in as Admin.
2. Go to Module Setup.
3. Click on Business rule, and assign same folder in doc pro level selector for all the sites.
4. Publish audit forms from one site, then attach new audit form from other site.
5. observe the level is the newly attached from site.
