Steps To Reproduce:

1)Login to EWQIMS application
2)Select APQP module
3)Go To set up tab
4)Click on customized email messages
5)Disable user created task
6)Go To projects and Baseline
7)Observe the result

Description

1)Baseline mail:Email will be generated only if user created task is enabled.
but there is separate mail service for baseline and task assigned.
2)when Project Owner is giving comments in Chinese language then it shows ?? in the email for Chinese characters.

When project baselined mail not enabled, and task assigned is enabled, then task assigned mail alone should get generate but project baselined mail is also getting generated.
