closedOwned documents:Folder is displayed eventhough there is no documents inside the folder(same in documents TOC) occurs only when no access is given for access for users.select level popup should shows the level only when the level is active,

Steps To Reproduce:
1.Login to Ewqims as a PPT1 user
2.Go to Doc pro
3.Click on document management
4.Select the level and move the document to PPTSS site
5.Check the folder in Owned documents

Description
Owned documents:Folder is displayed eventhough there is no documents inside the folder
(when the document is moved from one site to another site )
Case 1: Give access to the document and tehn change to no access
Case2: Native Folder has no access, integrate the documents from other folder, check the native folder in TOC
select level popup should shows the level only when the level is active, it should not show the inactive levels
